Another CPDRC inmate dies of cardiac arrest

AN inmate of the Cebu Provincial Detention and Rehabilitation Center (CPDRC) died in a government hospital in Cebu City at dawn yesterday three days after suffering from cardiac arrest.

The inmate, 53-year-old Democrito Gallarde, is the second inmate this month who died of a heart-related illness while detained in the CPDRC.

Reynaldo Valmoria, CPDRC warden, confirmed Gallarde’s death yesterday.

Gallarde, who was detained at the CPDRC for illegal drug charges, reportedly suffered from a heart attack three days ago.

He was brought by jail personnel to the Vicente Sotto Memorial Medical Center (VSMMC) and stayed there before succumbing to his ailment around 1 a.m. yesterday.

Gallarde’s death certificate stated that he died of cardiogenic shock secondary to decompensated heart failure.

Last Saturday, another detainee, 41-year-old Roland Fuentes, also died after cardiac arrest while detained in the CPDRC.

Valmoria believes that the congestion problem in CPDRC contributed to the two inmates’ health problems.

As of yesterday, there were 3,981 inmates detained in CPDRC. The provincial jail was designed for only 1,500 inmates.

Because of the recent deaths, Valmoria is fast-tracking the transfer of convicted inmates to national penitentiaries as one way of solving CPDRC’s congestion problem. JKV
